e7cfc1f5bd v4l2: Change to query only up to V4L2_CID_PRIVATE_BASE+V4L2_CID_MAX_CTRLS 
Fix to prevent infinite querying.
There are devices that exceed V4L2_CID_PRIVATE_BASE+V4L2_CID_MAX_CTRLS
but do not return EINVAL.

b99ecc78ca Replace gst-i18n-*.h with gi18n-lib.h 
GLib guarantees libintl is always present, using proxy-libintl as
last resort. There is no need to mock gettex API any more.

This fix static build on Windows because G_INTL_STATIC_COMPILATION must
be defined before including libintl.h, and glib does it for us as part
as including glib.h.

d2f66106a8 v4l2: Support bools for setting extra-controls 
They're just mapped to 0 / 1 and can already be set as integers, but
being able to set them as booleans seems useful.
