Wim Taymans 7cdfb6d154 gst-libs/gst/rtp/: Added new file and header to deal with payload info.

Added new file and header to deal with payload info.
* gst-libs/gst/rtp/gstrtpbuffer.c: (gst_rtp_buffer_validate_data),
(gst_rtp_buffer_default_clock_rate):
* gst-libs/gst/rtp/gstrtpbuffer.h:
Payload specific stuff is move to new headers.
Implement _default_clock rate using the new payload function.
* gst-libs/gst/sdp/gstsdpmessage.c: (is_multicast_address),
(gst_sdp_parse_line):

Add some more comments.
