Nicolas Dufresne b68d936ae0 Remove plugin specific static build option 
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

Olivier Crête 3a5d14993a rtpdtmfsrc: Put the inter digit interval at the end, not at the start 
The reason is to let rtpdtmfmux drop buffers during the inter digit interval,
this way, there will be more silence around the DTMF tones so IVFs will have
a better chance recognizing them.
