All code in this repository is now LGPL-2.1+

Starting with 1.17, we will not ship a copy of FFmpeg in our release
tarballs, and all the remaining code is LGPL2.

license: Add COPYING and COPYING.LIB
...
Add GPLv2 COPYING file, and LGPL COPYING.LIB. Add the boilerplate
text about the plugin code being LGPL versus the linked plugin
being GPL.
