In X264_BUILD >= 86 there is a new API for applying restrictions to an H.264
Profile. This makes it easier to achieve Baseline Profile for example.

Do not deal with duplicated input (timestamps). If needed,
a generic element can do so.
Do not manipulate input timestamps on the way out,
since that shifts the timeline and A/V sync.
