Niklas Hambüchen f089f2b896 meson: Fix typo in gsm header file name 
This was wrong since commit c360ceea4d.

Also fix incorrect indentation (tab instead of spaces).

Found using hermetic builds with Nix:

Nirbheek Chauhan b55dfb5313 Add feature options for almost all plugins 
The only plugins remaining are those that haven't been ported to Meson
yet, and msdk. Also, the tests are still automagic.

Tim-Philipp Müller 621bf0d22e gsmdec: fix decoding of audio/ms-gsm variant 
Alternates between 33 and 32 byte frames, but must start
with a 33 byte frame. This has been broken for ages since
the element was ported to the audio decoder base class.

LRN b5d4c2a7bf gsmdec: Use G_BYTE_ORDER to fix Windows compile
