opencv: move the dependency check to a single place
...
Previously we were checking for opencv dep in 2 different places,
and the checks would vary in terms of how complex and exhaustive
they were.
Move the check into the libs module and reuse the result later on.

meson: Accept latest version of opencv 4.x

We've been bumping along the maximum opencv 4.x version for years,
just accept all opencv versions till someone reports breakage.

meson: Add explicit check: kwarg to all run_command() calls

This is required since Meson 0.61.0, and causes a warning to be
emitted otherwise:

This exposed a bunch of places where we had broken run_command()
calls, unnecessary run_command() calls, and places where check: true
should be used.

meson: update for dep.get_pkgconfig_variable() deprecation
...
... in favour of dep.get_variable('foo', ..) which in some
cases allows for further cleanups in future since we can
extract variables from pkg-config dependencies as well as
internal dependencies using this mechanism.
