Seungha Yang 1769187328 paramspecs: Add a GParamSpecFlag to indicate the property might not always exists 
Add new flag for users to notice that the property is not guaranteed
to exist depending on environment.

Thibault Saunier 3d5dbfb457 gst: Add a GParamSpecFlag to force gst-inspect to use pspec default value 
Instead of the object value, this should be used every time a random
value will be returned by g_object_get This is also useful to make the
values returned by inspecting element stable accross runs.

Tim-Philipp Müller 8983cce9f6 gst: GST_EXPORT -> GST_API 
We need different export decorators for the different libs.
For now no actual change though, just rename before the release,
and add prelude headers to define the new decorator to GST_EXPORT.

Vivia Nikolaidou 978df5d0ff paramspecs: Add GstParamSpecArray for GST_TYPE_ARRAY typed properties 
These are mostly useful to get our automatic
serialization/deserialization from strings and simple usage from
gst-launch or similar.

Maybe gcc can do something clever with that, or at least
warn us if we don't save the return value somewhere.
