gst: don't use volatile to mean atomic
volatile is not sufficient to provide atomic guarantees and real atomics
should be used instead. GCC 11 has started warning about using volatile
with atomic operations.

vulkan/device: expose extension/layer choices
Extensions and layers can be enabled before calling
gst_vulkan_device_open(). The available extensions are stored in
GstVulkanPhysicalDevice.
Defaults are still the same.

Remove any references to CamelTypePrivate from the public CamelType
struct. They can be accessed as needed using
camel_type_get_instance_private().
