28c8bfbbda build: make autotools put .m4 files into m4/ instead of common/m4/ 
We don't want generated/copied files in common.

438b5517d5 license: Add COPYING and COPYING.LIB 
Add GPLv2 COPYING file, and LGPL COPYING.LIB. Add the boilerplate
text about the plugin code being LGPL versus the linked plugin
being GPL.
