dxva: Add DXVA decoder baseclass implementation
Extract Direct3D version independent common DXVA logic from d3d11
decoder so that it can be used by the other APIs (D3D9 and D3D12)
as well

libs: Introduce GstWinRT library
Adding a helper library for various WinRT specific implementations.
Currently this library supports only DeviceWatcher abstraction object
which can be used for dynamic device add/remove detection.
