meson: Update option names to omit disable_ prefixes
Also yield common options to the outer project (gst-build in our case)
so that they don't have to be set manually.

debug-viewer: Port to meson
This allows us to run unit test as part of ninja test and have versionning
in sync. Also the goal is to have everything inside meson.
