80f8780e92 rtp: allow per feature registration 
Split plugin into features including
dynamic types which can be indiviually
registered during a static build.

84c3d1a2c8 g726pay: add RFC compliant packetizing 
Shuffle the input bits according to RFC 3551 for G726 payloads.
Add option to force the previous behaviour.
