rtsp-server: GST_EXPORT -> GST_RTSP_SERVER_API
...
We need different export decorators for the different libs.
For now no actual change though, just rename before the release,
and add prelude headers to define the new decorator to GST_EXPORT.

gtk-doc can handle static inline functions just fine these days,
there's no need for this stuff any more.

permissions: simplify API a little

Avoid passing GstStructure in the add_role method, use varargs instead
to construct the structure behind the scenes. We can then also use the
structure name as the role and simplify some more logic.
