that don't start at sector 0 in the VTS, and fixes interpretation
of the cell elapsed time, so that it reports the correct time after
the seek completes.

In 0.11 we should merge image/x-j2c and image/x-jpc and simply drop

Also add support for JP2 output in jp2kenc.
