metadata: Include config.h in metadata*.c files
...
Include config.h in metadataexif.c in metadata plugin so
that HAVE_EXIF gets defined and exif metadata is properly
generated.
Also adds config.h to all .c files missing it in metadata plugin
Fixes #622692
