Updated the examples in the README to actually work. Add them to api docs. Tests
the api-docs and fix the section names to make the docs actualy show up.
The example for "tcpserversrc" needs review (might be an element bug).

- buffers marked with IN_CAPS are not sent
- streamheaders are sent, on connection, from the caps of the
buffer where the client gets positioned to

A TCP plugin could be needed by many, including wtay himself cause he is sitting behind a firewall blocking UDP and he can't hear or see me. :) Shamefully most of the code is from udpsrc/sink. Still timestamping/clock does'nt work. :(
