Add a way for applications to specify that the underlying file is
growing which implies that the source won't EOS when reaching the end
of the file but instead start monitoring it and start reading it again
whenever a change is detected.
Also add a validate test to check the behavior

From the API documentation: "Note that it is generally not
a good idea to reuse an existing cancellable for more
operations after it has been cancelled once, as this
function might tempt you to do. The recommended practice
is to drop the reference to a cancellable after cancelling
it, and let it die with the outstanding async operations.
You should create a fresh cancellable for further async
operations."

When playing mp3 files from a smb server, we get 64k read requests
that mostly overlap. Without using the cache to partially satisfy
these, we send these requests straight to the server, resulting in
a lot more network traffic than necessary.
