Remove plugin specific static build option
...
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

- libgstpulse.so becomes libgstpulseaudio.so
- libgstsouphttpsrc.so becomes libgstsoup.so
- libgstoss4audio.so becomes libgstoss4.so
