Fix an ugly memleak where the muxer didn't flush enough ogg

Added a raw vorbis encoder to be used with the oggmuxer.
We still need the old encoder for some gnome applications,
read the README to find out how that works.
The raw encoder is called "rawvorbisenc" until 0.9.
