1894293d63 webrtcbin: an element that handles the transport aspects of webrtc connections
SDP's are generated and consumed according to the W3C PeerConnection API
available from https://www.w3.org/TR/webrtc/

The SDP is either created initially from the connected
sink pads/attached transceivers as in the case of generating an offer or
intersected with the connected sink pads/attached transceivers as in
the case for creating an answer.  In both cases, the rtp payloaded streams
sent by the peer are exposed as separate src pads.

The implementation supports trickle ICE, RTCP muxing, reduced size RTCP.

3d20065bc5 meson.build: use join_paths() on prefix
So that "/" are correct on Windows and the paths in
the .pc files are like C:/some/where and not
C:\some\where.

6d17a4133b gl/pkg-config: add the configured platform/api/winsys
Allows users to query this from pkg-config instead of requiring them to
compile mini programs checking defines in gstglconfig.h

e92837b6e4 meson: generate pkg-config -uninstalled pc files
Generating those files is useful for users building the GStreamer stack
using meson and having to link it to another project which is still
using the autotools.

While doing so, fix some -uninstalled pc files which were using a
suspicious 'pcfiledir' which was never replaced or defined.

b5b7a3aec3 meson: add some starting build files for GL
Currently only works on linux with egl/glx + wayland/x11 but the general
principals have been layed out for adding the other GL platforms/winsys'.
