c2ccead61f libde265: allow per feature registration 
Split plugin into features including
dynamic types which can be indiviually
registered during a static build.

b55dfb5313 Add feature options for almost all plugins 
The only plugins remaining are those that haven't been ported to Meson
yet, and msdk. Also, the tests are still automagic.

4261692187 Remove plugin specific static build option 
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

c754b8526b de265dec: use g_get_num_processors() if available 
And provide home-made fallback for older GLib versions,
so that we can later find these and remove them when
we bump the GLib requirement (which is certainly going
to happen before 2.0).

0a95a4ea24 libde265: W32 thread count support 
This code is imported from GLib g_get_num_processors(). This function
was added in 2.36 but we depend on 2.32.
