7853700b50 meson: add more plugins to plugins list 
Makes sure their path gets added to the uninstalled environment
and makes sure they get included in the docs.

4261692187 Remove plugin specific static build option 
Static and dynamic plugins now have the same interface. The standard
--enable-static/--enable-shared toggle are sufficient.

6517282af7 audioencoders: use template subset check for accept-caps 
It is faster than doing a query that propagates downstream and
should be enough

Elements: faac, gsmenc, opusenc, sbcenc, voamrwbenc, adpcmenc, sirenenc

32ba17cd0f Use gst_element_class_set_static_metadata() 
where possible. Avoids some string copies. Also re-indent
some stuff. Also some indent fixes here and there.
