cabf875098 opencv: Bump requirement to 3.0.0+ 
And removes all the ifdef code to support the 2.X APIs.

b55dfb5313 Add feature options for almost all plugins 
The only plugins remaining are those that haven't been ported to Meson
yet, and msdk. Also, the tests are still automagic.

456f60164c opencv: GST_EXPORT -> GST_OPENCV_API 
We need different export decorators for the different libs.
For now no actual change though, just rename before the release,
and add prelude headers to define the new decorator to GST_EXPORT.
