glutils: Export affine transformation functions for gtkglsink
Also remove duplicated copy of those functions from the gl plugin With contributions from Bastien Nocera Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/1088>
