Add ACTION-IF-USE and ACTION-IF-NOTUSE parameters to GST_CHECK_FEATURE.

Add ACTION-IF-USE and ACTION-IF-NOTUSE parameters to GST_CHECK_FEATURE.
Convert glib2 check to use GST_CHECK_FEATURE.
