Add ACTION-IF-USE and ACTION-IF-NOTUSE parameters to GST_CHECK_FEATURE.
Original commit message from CVS: Add ACTION-IF-USE and ACTION-IF-NOTUSE parameters to GST_CHECK_FEATURE. Convert glib2 check to use GST_CHECK_FEATURE.
