deinterlace: Add C implementation of YADIF
Import the YADIF deinterlacer from ffmpeg and modify it to match the simple deinterlace scanlines structure. Part-of: <https://gitlab.freedesktop.org/gstreamer/gst-plugins-good/-/merge_requests/444>
