nvenc: Add support RGB 8/10bits formats
BGRA/RGBA/RGB10A2/BGR10A2 formats can be supported by nvenc. Depending on device, supported format can be different. Fixes: https://gitlab.freedesktop.org/gstreamer/gst-plugins-bad/issues/1038
