rtpjitterbuffer: remove lost timer for out of order packets
When receiving old packets remove the running lost timer if present. This fixes incorrect reporting of a lost packet even if it arrived in time. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/2922>
