nvcodec: Add CUDA upload/download elements with base class for CUDA filters
Similar to glupload/gldownload elements but for CUDA memory. It will help transfer memory between system and nvidia GPU Part-of: <https://gitlab.freedesktop.org/gstreamer/gst-plugins-bad/-/merge_requests/1633>
