gl/build: add GST_GL_HAVE_DMABUF to gstglconfig.h

it's exposed in public API so hiding it in an AC_DEFINE for config.h only
works when building libgstgl itself.  Attempting to use libgstgl (especially
on egl platforms) will throw a compilation error.
