examples: Add d3d11decoder zero-copy rendering example
This example code demonstrates D3D11 device sharing between application and GStreamer. Application can access texture using appsink and it can be rendered on application's window without any copy operation. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/2646>
