nvcodec: Update plugin cache
Updating plugin cache for IPC elements, JPEG encoder, and newly added properties. Also removing Gst*SLDec which does not exist anymore but renamed to Gst*Dec. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/6070>
