qsvencoder: Add support for D3D11 shared texture
Although input texture belongs to the other d3d11 device, we can do GPU copy when its physical device is identical. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/2790>
