h264parse: add support Precision Time Stamp in SEI messages
Expose User Data Unregistered as a new Meta and add API to parse Precision Time Stamp (ST 0604). Fixes #927 Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/1458>
