rtpvp8pay: Use GstBitReader instead of dboolhuff implementation from libvpx
All compressed frame header values that are read as part of the payloader are encoded as bits with 50:50 probability, and as such are just the plain bits as they are. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/5810>
