v4l2codecs: format: Add V4L2_PIX_FMT_NC12

Browse source 
Which is used by the Raspberry Pi 4 and 5 for 8-bit HEVC. Adding it
here in order to show-case how the V4L2<->DRM translation is
supposed to work.
