av1enc: Fix last timestamp tracking so it actually works
This behaves exactly the same as in vp8enc / vp9enc now. Fixes https://gitlab.freedesktop.org/gstreamer/gstreamer/-/issues/3546 Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/6909>
