va: allocator: add a memory pool object helper
Since both allocators use a memory pool, with its mutex and cond, this patch refactors it into a single internal object, implementing a generic GstMemory pool. Part-of: <https://gitlab.freedesktop.org/gstreamer/gst-plugins-bad/-/merge_requests/1815>
