decoder: maintain decoded frames as GstVideoCodecFrame objects.

Maintain decoded surfaces as GstVideoCodecFrame objects instead of
GstVaapiSurfaceProxy objects. The latter will tend to be reduced to
the strict minimum: a context and a surface.
