encoder: improve codec reconfiguration.
Improve codec reconfiguration to be performed only through a single function. That is, remove the _set_context_info() hook as subclass should not alter the parent GstVaapiContextInfo itself. Besides, the VA context is constructed only at the final stages of reconfigure().
