configure: fix target_os when cross-compiling for arm

For arm 'host_os' is '*-gnueabi' or '*-gnueabihf' so sed needs to cut of
more. Otherwise configuring ffmpeg will fail with "Unknown OS 'linuxeabi'."
or something like that.
