tsdemux: Clear all streams when rewinding
This avoids sending out partial invalid data downstream which could cause decoders (ex: `dvdlpmdec`) to error out. Part-of: <https://gitlab.freedesktop.org/gstreamer/gst-plugins-bad/-/merge_requests/2301>
