msdk: Remove func to export dmabuf to va surface
Since we use va allocator and va dma allocator to create surface, the surface is already exported in the case of dma allocator. So remove redundant export function in msdk allocator. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/5208>
