d3d11: Use CRITICAL_SECTION instead of GRecMutex
The GRecMutex abstraction (and heap allocation happens in GLib) is unnecessary for this plugin. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/2914>
