wlvideobufferpool: Add DRM Dumb buffer support
This allow the wayland buffer pool to use a GstDRMDumbAllocator if it has been configured to do so. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/3801>
