gl/tests/pipelines: add custom _CFLAGS and LDADD

As is done everywhere else.

From what I can gather from make -C tests/check V=1 $(GST_PLUGINS_BAD_CFLAGS) is
required in order to find in-tree headers as well as srcdir != builddir
configurations.
