pkgconfig: fix gstreamer-plugins-good uninstalled .pc file

Browse source 
Fix gst-plugins-base reference/requirement. This caused spurious
problems with uninstalled -ugly/-bad not finding -good plugins in
their unit tests (when distchecking).
