videoaggregator: Fix for unhandled negative rate
Nagative rates have been considered only in gst_video_aggregator_advance_on_timeout(). Update other places to fix broken reverse playback. Part-of: <https://gitlab.freedesktop.org/gstreamer/gstreamer/-/merge_requests/1500>
